To the Congress of the United States:
In accordance with the Impoundment Control Act of 1974, I herewith report two new deferrals of budget authority totalling $109.8 million. The deferrals involve aircraft research and development activities of the Department of Defense and the Interior Department's exploration program at the National Petroleum Reserve in Alaska.
The details of the deferrals are contained in the attached reports.
