Community Services Administration Nomination of Harold Lafayette Thomas To Be an Assistant Director.

The President today announced that he will nominate Harold Lafayette Thomas, of Washington, D.C., to be an Assistant Director of the Community Services Administration. He would replace John Gabusi, resigned. Thomas has been Director of Administration at the Legal Services Corporation since 1977.

He was born February 5, 1939, in Birmingham, Ala. He received a B.S. from Talladega College in 1960 and a J.D. from Howard University School of Law in 1970.

From 1970 to 1971, Thomas was with the Baltimore, Md., Legal Aid Program, where he worked primarily in the area of housing law. From 1971 to 1973, he was legal adviser to the National Tenants Organization, where he served as liaison between that organization and legal services attorneys representing low-income tenants around the country. He also held the Reginald Heber Smith Community Law Fellowship from 1970 to 1973.

In 1973 Thomas was a consumer protection specialist with the Movement for Economic Justice. From 1973 to 1975, he was a management analyst with the Fairfax County (Virginia) Government. He was Special Assistant to the Executive Vice President of the Legal Services Corporation from 1975 to 1977.
