July 21

The President met at the White House with Zbigniew Brzezinski, Assistant to the President for National Security Affairs.

July 23

The President met at the White House with:

—Dr. Brzezinski;

—Frank B. Moore, Assistant to the President for Congressional Liaison;

—Vice President Walter F. Mondale;

—Hedley Donovan;

—James T. Mcintyre, Jr., Director of the Office of Management and Budget.

July 24

The President met at the White House with:

—Dr. Brzezinski;

—the Democratic congressional leadership;

—Mr. Moore.

In a ceremony in the Oval Office, the President received diplomatic credentials from Ambassadors Marcial Perez-Chiriboga of Venezuela, Antonio Francisco Azeredo da Silveira of the Federative Republic of Brazil, Faisal Alhegelan of the Kingdom of Saudi Arabia, Andreas J. Jacovides of the Republic of Cyprus, and Sir Nicholas Henderson of the United Kingdom.

July 25

The President met at the White House with:

—Mr. Moore.

July 26

The President met at the White House with:

—Dr. Brzezinski;

—Mr. Moore;

—the executive committee of the American Farm Bureau Federation;

—former Mayor Moon Landrieu of New Orleans, La.

The President transmitted to the Congress the 1978 annual report of the Saint Lawrence Seaway Development Corporation.

July 27

The President met at the White House with:

- -Vice President Mondale, Secretary of State Cyrus R. Vance, Secretary of Defense Harold Brown, Hamilton Jordan, Assistant to the President, and Dr. Brzezinski;

—Dr. Brzezinski;

—Mr. Moore;

—a group of editors and news directors (transcript will be printed next week);

—Mayor Neil Goldschmidt of Portland, Oreg.

The President declared a major disaster for the State of California as a result of heavy rains, flash flooding, and mudflows on July 19-20, which caused extensive property damage.

The President left the White House for a weekend stay at Camp David, Md.
