BE IT KNOWN, THAT THIS DAY, I, JOSEPH R. BIDEN, JR., PRESIDENT OF THE UNITED STATES, PURSUANT TO MY POWERS UNDER ARTICLE II, SECTION 2, CLAUSE 1, OF THE CONSTITUTION, AFTER CONSIDERING THE APPLICATION FOR EXECUTIVE CLEMENCY, HAVE GRANTED UNTO
VINCENTE RAY FLORES
A FULL AND UNCONDITIONAL PARDON
FOR HIS CONVICTION while serving in the United States Air Force by a United States Air Force special court-martial convened at Tinker Air Force Base, Oklahoma, for violations of Article 112a and Article 92, Uniform Code of Military Justice, for which he was sentenced on May 16, 2008, to a reduction to the grade of E-3 (as amended from reduction to E-2 by the convening authority on June 20, 2008), forfeiture of $700 pay per month for four months, and four months' confinement (suspended, conditioned upon participation in the in-residence Air Force Return to Duty Program).
I HEREBY DESIGNATE, direct, and empower the Pardon Attorney, as my representative, to sign a grant of clemency to the person named herein. The Pardon Attorney shall declare that her action is the act of the President, being performed at my direction.
IN TESTIMONY WHEREOF, I have hereunto signed my name and caused the seal of the Department of Justice to be affixed.
