By virtue of the authority vested in me by section 2 of the Civil Service Act of January 16, 1883 (22 Stat. 403, 404), I hereby confer a competitive civil-service status upon William P. Francisco, Deputy United State Marshal, Southern District of New York, without regard to the competitive provisions of the Civil Service Rules and Regulations.
