Executive Order 10619—Inspection of Individual Income Tax Returns by the Department of Health, Education, and Welfare
By virtue of the authority vested in me by section 55 (a) of the Internal Revenue Code of 1939 (53 Stat. 29; 54 Stat. 1008; 55 Stat. 722; 26 U.S.C. 55 (a)) and by section 6103 (a) of the Internal Revenue Code of 1954 (68A Stat. 753; 26 U.S.C. 6103 (a)), it is hereby ordered that any individual income tax return made with respect to a tax imposed under chapter 1 of the Internal Revenue Code of 1939 or under chapter 1 or chapter 2 of the Internal Revenue Code of 1954 shall be open to inspection by the Department of Health, Education, and Welfare as may be needed in its administration of the provisions of Title II of the Social Security Act, as amended. The inspection of any such individual income tax return shall be in accordance and upon compliance with the rules and regulations prescribed by the Secretary of the Treasury in the two Treasury decisions 1 relating to the inspection of individual income tax returns by the Department of Health. Education, and Welfare, approved by me this date.
This order shall become effective upon its filing for publication in the FEDERAL REGISTER.
