Executive Order 11923—The Honorable Francis E. Meloy, Jr. and Robert O. Waring

June 17, 1976

As a special mark of respect to the memory of The Honorable Francis E. Meloy, Jr., Ambassador of the United States of America to the Republic of Lebanon, and Robert O. Waring, Economic Counselor of our Embassy in Lebanon, both killed while in the performance of their duty, it is hereby ordered, pursuant to the provisions of Section 4 of Proclamation 3044 of March 1, 1954, as amended, that on Monday, June 21, 1976, the flag of the United States shall be flown at half-staff on all buildings, grounds, and naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions. I also direct that the flag shall be flown at half-staff on the same day at all United States embassies, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.
