By the authority vested in me as President by the Constitution and laws of the United States of America, including Section 5C of Reorganization Plan No. 1 of 1977 (42 FR 56101), and in order to clarify the performance of drug policy responsibilities within the Domestic Policy Staff, it is hereby ordered as follows:
1-101. The Domestic Policy Staff has been assigned to assist the President in the performance of the drug policy functions transferred by Section 5C of Reorganization Plan No. 1 of 1977 (42 FR 56101 ). ( Section 2 (c) of Executive Order No. 12045.)
1-102. Within the Domestic Policy Staff, the Associate Director for Drug Policy shall be primarily responsible for assisting the President in the performance of all those functions transferred from the Office of Drug Abuse Policy and its Director. In particular, the Associate Director for Drug Policy shall be primarily responsible for assisting the President in formulating policy for, and in coordinating and overseeing, international as well as domestic drug abuse functions by all Executive agencies.
1-103. The Associate Director for Drug Policy shall be directly responsible for the activities of a drug policy staff within the Domestic Policy Staff.
