Executive Order 8463—Authorizing the Appointment of Charles Leo Milroy and James E. Spratt to Classified Positions in the Public Buildings Administration, Federal Works Agency, Without Regard to the Civil Service Rules

By virtue of the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that Charles Leo Milroy and James E. Spratt may be appointed to classified positions of guard in the Public Buildings Administration, Federal Works Agency, without compliance with the requirements of the Civil Service Rules.
