Executive Order 8720—Authorizing the Appointment of Watson B. Miller to the Position of Assistant Administrator of the Federal Security Agency Without Regard to Civil Service Rules
By virtue of the authority vested in me by the provisions of paragraph Eighth of subdivision SECOND of section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that Watson B. Miller may be appointed to the position of Assistant Administrator of the Federal Security Agency without compliance with the competitive provisions of the Civil Service Act and Rules: Provided, that the said Watson B. Miller shall establish before the Civil Service Commission requisite qualifications for such position.
This order is recommended by the Federal Security Administrator.
