Executive Order 9645—Termination of the Authority Conferred By Executive Order No. 9489 of October 18, 1944
WHEREAS by Executive Order No. 9489 of October 18, 1944, the Secretary of War was authorized and directed to designate a military commander for the Territory of Hawaii within the meaning of the act of March 21, 1942, c. 191, 56 Stat. 173, and such military commander was authorized to prescribe the Territory of Hawaii or any part thereof as a military area and to and to exercise certain powers in the military area so prescribed; and
WHEREAS the exercise of the authority conferred by the said order is no longer necessary in the interest of the national defense:
NOW, THEREFORE, by virtue of the authority vested in me by the Constitution, the laws of the United States, including the said act of March 21, 1942, and Title III of the Second War Powers Act, 1942, and as Commander in Chief of the Army and Navy and as President of the United States, it is ordered as follows:
The authority conferred by the said Executive Order No. 9489 of October 18, 1944, is hereby terminated; but such termination shall not operate to affect any action heretofore accomplished by the military commander designated pursuant to the said Executive Order in exercise of the powers thereby conferred upon him, nor shall such termination operate to affect any offenses heretofore committed or any conviction had or penalty incurred because of violations of the provisions of any public proclamations, orders, regulations, restrictions, or prohibitions issued by the said military commander.
