FLOTUS Pool Report #1 - Denver, CO

9:21 am: First Lady Jill Biden arrives at Colorado State Capitol. About two dozen state lawmakers (all Democrats) are greeting First Lady Biden on the west steps. Some Republicans were seen in the foyer where the speech and a roundtable will happen.

Biden exited the motorcade to shake hands with lawmakers before hugging Gov. Jared Polis.

Before escorting her up the stairs, Polis remarks he's ready to talk workforce today.

As part of the Biden-Harris Administration's Investing in America Tour to highlight how President Biden's economic policies are benefiting hardworking Americans across the country, First Lady Jill Biden will travel to Colorado and Michigan on Monday, April 3rd and Maine and Vermont on Wednesday, April 5th. During the visits, Dr. Biden will highlight how career-connected learning and workforce training programs are central to the Biden Education Pathway, and the importance of investing in these programs that are preparing high school and community college students for good-paying jobs created by the President's Investing in America agenda.

As First Lady, Dr. Biden has traveled to over 40 states and more than 100 cities serving as a leading messenger for the Biden-Harris Administration's most urgent priorities, including supporting the President's economic agenda and championing education and workforce training programs. As states and localities prepare to take advantage of the historic investments from the Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act, career-connected learning, workforce training programs, and community colleges will ensure students can build the skills they need to pursue these good-paying jobs.

Investing In America

The President's Investing in America agenda – including historic investments from the Inflation Reduction Act, the CHIPS and Science Act, the Bipartisan Infrastructure Law, and the American Rescue Plan – is building a clean energy economy, rebuilding our infrastructure and bringing back supply chains, unleashing a manufacturing boom, and creating good-paying jobs across the country.

As part of the Investing in America tour, President Biden, Vice President Harris, First Lady Jill Biden, Second Gentleman Douglas Emhoff, members of the Cabinet, and senior White House officials are visiting over 20 states over the course of three weeks to highlight the impact of the President's Investing in America agenda.

DENVER, COLORADO

On the first stop of the First Lady's four-state Investing in America tour, Dr. Biden will join Governor Jared Polis at the Colorado State Capitol in Denver, CO, to highlight the bipartisan support of state officials who are prioritizing investments in free workforce training programs, including those at community colleges. During the visit, the First Lady and Governor Polis will deliver remarks and participate in a roundtable with Colorado state legislators, some of who have sponsored bills for good-paying jobs.

The First Lady and Governor Polis will be joined by the following state leaders in a roundtable conversation moderated by Colorado Speaker of the House Julie McCluskie. During the roundtable, they will discuss how state investments in workforce development will support the jobs being created by the Biden Administration's Investing in America agenda, including:

  • Two bipartisan bills that would make job training in in-demand fields free or more affordable:
  • Support In-Demand Career Workforce Bill: provides free training towards associate degrees and industry certificates in high-demand fields.
  • Universal High School Scholarship Program: provides each high school student with a $1,500 scholarship to use at approved training providers, including community colleges, in Colorado.

The First Lady has been a fierce advocate for community colleges, career-connected learning programs, and pathways to good-paying jobs. Dr. Biden has spent much of her time as First Lady meeting with students and educators at high schools and community colleges across the country, including:

  • March 2023 Ivy Tech Community College in Valparaiso, IN: The First Lady, U.S. Deputy Secretary of Labor and nominee for U.S. Secretary of Labor Julie Su, and U.S. Deputy Secretary of Energy David Turk joined Mayor Matt Murphy to visit Ivy Tech Community College in Valparaiso, Indiana to highlight the Biden Administration's commitment to strengthening our economy and building affordable pathways to good-paying jobs through career-connected learning.
  • February 2023 Mesa Community College in Mesa, AZ: The First Lady joined U.S. Secretary of Education Miguel Cardona and Mayor John Giles to visit Mesa Community College in Mesa, AZ to highlight how affordable community college programs like Mesa College Promise are providing students with career-connected learning opportunities that lead to good-paying jobs.
  • November 2022 Rolling Meadows High School in Chicago, IL: To kick off National Apprenticeship Week, the First Lady, U.S. Secretary of Commerce Gina Raimondo, U.S. Secretary of Labor Marty Walsh, and U.S. Secretary of Education Miguel Cardona traveled to Chicago, Illinois to highlight the Biden-Harris Administration's commitment to strengthening our economy and building pathways to good-paying jobs through career-connected learning, Registered Apprenticeships, and community colleges. They visited District 214's Rolling Meadows High School with Mayor Joe Gallo to meet with students in the school's Career Pathways program and visited Aon to meet apprentices and learn about the partnership with the Chicago Apprentice Network and the Business Roundtable.
  • October 2022 Bates Technical College (BTC) in Tacoma, WA: On National Manufacturing Day, the First Lady visited Bates Technical College (BTC) with Mayor Victoria Woodards in Tacoma, WA, to highlight its job training programs as leading examples for community college and technical career pipelines that connect current high school and postsecondary students to resources and opportunities.
  • July 2022 Bunker Hill Community College in Boston, MA: The First Lady and U.S. Secretary of Labor Marty Walsh visited Eversource Station 99, an electrical substation servicing the Seaport District of Boston, MA, to highlight Bunker Hill Community College's (BHCC) partnership with Eversource and local unions to provide job training opportunities to BHCC students in Boston, MA.
  • April 2021 – Sauk Valley Community College in Dixon, IL: In one of Dr. Biden's first trips as First Lady, she visited Sauk Valley Community College with Education Secretary Miguel Cardona to hear how the college is helping students in rural areas go to college tuition-free.

9:27: Gov. Jared Polis begins introductory remarks, highlights bipartisan audience of lawmakers. He credits the American Rescue Plan Act for helping Colorado pay for a number of initiatives and notes the state having about two job openings for every unemployed Coloradan.

He also notes bipartisan infrastructure law, Inflation Reduction Act and CHIPs Act (all things First Lady is here to tout).

9:34: First Lady begins speech with shout out to the NCAA women's basketball championship game last night, and that both teams should be invited to White House for a great game.
She calls legislation passed by the Biden-Harris Administration "historic" and that this tour is about telling people what the laws mean.

After talking about role community colleges play in job training, says President Biden plans to make community colleges and "career-connected training" a top priority for his 2024 budget.
Her speech lasts about 10 minutes, to 9:44.

She then sits for a panel with Colorado House Speaker Julie McCluskie, Gov. Polis and Lt. Gov. Dianne Primavera. McCluskie and Polis, in addition to First Lady, have backgrounds working in education. Polis founded or help found two charter schools. McCluskie worked for Summit School District.

FLOTUS Pool Report #3 - Denver, CO

10:10: Panel wraps up. First Lady heard from Democrat and Republican state lawmakers. Democrat state Sen. Jeff Bridges calls it an "opportunity to brag" about how the state used the federal money to invest in job training.

It ended with several students in the audience talking about how they benefited from the state Care Forward Colorado program, which was paid for with federal money. The program specifically helped community college students earn certificates for entry-level healthcare jobs.

First Lady interacted with questioners mostly with how President's programs played a role, praised bipartisan work evidenced by the discussion, and thanked health care workers and those pursuing those careers.

She exited the panel with a joke about lawmakers -- who have about a month left in the legislative session -- also needing to get to work as she heads to her next stop.

The legislative delegation in attendance, per the White House, follows. Many more lawmakers had been on the scene to greet the First Lady.

By request, full quote from the First Lady regarding the NCAA championship. She said she was in attendance for the game yesterday.

"It was so exciting, wasn't it? It was such a great game. I'm old enough that I remember when we got title IX. We fought so hard, right? We fought so hard. And look at where women's sports have come today."

(Break for applause).

"Congratulations to both teams. I know we'll have the champions come to the White House, we always do. So, we hope LSU will come. But, you know, I'm going to tell Joe I think Iowa should come, too, because they played such a good game."

Biden then mentioned "sportsmanship" but the exact quote is inaudible over applause.

Per 12:17 p.m. mountain time update from First Lady's staff: "Due to an aircraft issue en route Michigan, the First Lady was diverted back to Denver, Colorado. Her trip to Michigan will be postponed to a later date."
