NBC News' Ali Vitali: Fresh off the heels of the SC primary, HALEY rallies in Troy, MI - saying "the tone at the top matters" and urging voters to get out and cast their ballots. All caveats about hers being the longest long shot apply, but this crowd is the most engaged I've seen in a while.
