Memorandum for the Secretary of State

By the authority vested in me by the Constitution and laws of the United States of America, including section 301 of title 3 of the United States Code, I hereby delegate to the Secretary of State the functions conferred upon the President by section 106 of the International Narcotics Control Corrections Act of 1994 (the "Act") ( Public Law 103-447) with respect to funds made available from any source.

The functions delegated by this memorandum may be redelegated to the extent permitted by law.

This delegation of authority shall also apply to any amendments or successor legislation concerning the subject matter of this section.

You are authorized and directed to publish this memorandum in the Federal Register.
