Memorandum for the Director of the Office of Management and Budget

By the authority vested in me as President by the Constitution and laws of the United States of America, including the National Defense Authorization Act for Fiscal Years 1990 and 1991 (Public Law 101-189) ("Act") and section 301 of title 3 of the United States Code, I hereby delegate to the Director of the Office of Management and Budget the authority for conducting a study of export financing of defense articles and reporting to the Congress on the findings of such study as required by section 825 of the Act.

You are authorized and directed to publish this memorandum in the Federal Register.
