To the Congress:
I have pleasure in informing the Congress that I have today certified to the Governor General of the Philippine Islands that the proposed Constitution of the Philippines as adopted by the Philippine Constitutional Convention conforms substantially with the provisions of the Act of Congress approved March 24, 1934
