National Consumer Cooperative Bank Nomination of Wayman D. Palmer To Be Director of the Office of Sell-Help Development and Technical Assistance.
The President today announced that he will nominate Wayman D. Palmer, of Toledo, Ohio, to be Director of the Office of Self-Help Development and Technical Assistance of the National Consumer Cooperative Bank, a new position. Palmer has been director of the Department of Community Development of the city of Toledo since 1973.
He was born February 28, 1927, in Paris, Tenn. He received a B.S. from Ohio State University in 1950 and an M.Ed. from the University of Toledo in 1970. He served in the U.S. Army from 1945 to 1946.
From 1950 to 1966, Palmer was a classroom teacher, first in Columbia, S.C., then in Toledo. From 1966 to 1967, he was director of the Neighborhood Youth Corps for Toledo's Board of Community Relations.
Palmer was with the Economic Opportunity Planning Association of Greater Toledo from 1967 to 1972, first as assistant director, then as executive director. From 1972 to 1973, he was assistant director of the Toledo Department of Community Development.
