The President today announced his intention to nominate James R. Locher III to be an Assistant Secretary of Defense (Special Operations and Low Intensity Conflict). He would succeed Charles S. Whitehouse.
Since 1978 Mr. Locher has served on the professional staff of the Senate Armed Services Committee. Prior to this, he served as an operations research analyst in the Naval Forces Division of the Office of the Assistant Secretary of Defense for Program Analysis and Evaluation, 1974 - 1978, and an operations research analyst in the Mobility Forces Division of the Office of the Assistant Secretary of Defense for Program Analysis and Evaluation, 1968 - 1972.
Mr. Locher received a bachelor's degree from the U.S. Military Academy in 1968 and a master's degree from Harvard Business School in 1974. He was born August 21, 1946. Mr. Locher resides in Springfield, VA.
