Nomination of Philip S. Kaplan for the Rank of Ambassador While Serving as Deputy United States Representative to the Negotiations on Conventional Armed Forces in Europe

The President today announced his intention to nominate Philip S. Kaplan, of California, a career member of the Senior Foreign Service, Class of Minister-Counselor, for the rank of Ambassador during his tenure of service as Deputy U.S. Representative to the Negotiations on Conventional Armed Forces in Europe.

Since 1989 Mr. Kaplan has served as Deputy U.S. Representative to the Negotiations on Conventional Armed Forces in Europe. Prior to this, he served in the following positions at the Department of State: as a senior intelligence officer, 1987 - 1989; Minister and Deputy Chief of Mission at the U.S. Embassy in Manila, 1985 - 1987; Principal Deputy Assistant Secretary of State for Policy Planning, 1981 - 1985; director of multilateral policy at the Bureau of International Organizations, 1979 - 1980; and as a member of the policy planning staff, 1975 - 1979. In addition, Mr. Kaplan has served on the U.S. delegation to the East-West negotiations on mutual and balanced force reductions in Vienna, Austria, 1974 - 1975; as political officer at the U.S. Embassy in Bonn, 1970 - 1974; and as an economic officer at the U.S. Mission to the European Communities in Brussels, Belgium, 1968 - 1970. Mr. Kaplan entered the Foreign Service in 1967.

Mr. Kaplan graduated from the University of Connecticut (B.A., 1959) and the University of California (J.D., 1962). He was born March 28, 1937, in New Britain, CT. Mr. Kaplan is married, has one child, and resides in Millbrae, CA.
