Out-of-town pool report #4 We are wheels down at 8:30am in Sal, Cabo Verde. The President departed Air Force One onto a bright and sunny tarmac at Amílcar Cabral International Airport at 8:36am local. He was greeted on the tarmac by a Cabo Verde delegation. The White House passed along these names: Ullises Correa e Silva, the Prime Minister of Cabo Verde He shook hands with the delegation and exchanged some words that were inaudible. He ignored a few shouted questions and got in the motorcade at 4:58am. It's 76 degrees, and we have a cloudless sky. Also, the White House has provided an updated list of those traveling with the President aboard Air Force One today: Annie Tomasini, Assistant to the President & Deputy Chief of Staff |

Out-of-town pool report #5 // Cabo Verde The President has gone into an airport lounge building just off the tarmac with the Cabo Verde delegation to hold his bilateral meeting at 9:05am. Pool is holding in the vans. Correction from last pool report: he got in the motorcade at 8:48am. (4:58am EST). |

Out-of-town pool report #6 // bilat details The White House sent along the following: The President is participating in a meeting with Prime Minister Ulisses Correia e Silva of Cabo Verde. Cabo Verde is a model of stable democratic governance and, according to Freedom House rankings, is the freest country in all of Africa. Cabo Verde has been a consistent partner of the United States on global health, security, and other issues, and has also regularly condemned Russia's war against Ukraine. Out of town pool report #7 // AF1 The President boarded AF1 in Cabo Verde at 9:59am. Once again he did not stop for questions. At the top of the stairs to the plane, he turned and waved. Before boarding, he posed for a photo with the U.S. Ambassador. Out of town pool report #9 // Luanda arrival **Apologies for any delays: cell service is very bad on the tarmac. The President exited AF1 at 6:31pm shortly after the sun went down. He stepped onto a red carpet, lined with an Angolan military honor guard clad in white gloves. He was greeted by a mixed American and Angolan delegation that included the U.S. Charges D'Affairs to Angola and Saõ Tome and Principe James Story, and officials from Angola's foreign ministry and the U.S. state department. He shook hands with the delegation. He walked down the red carpet flanked by the Angolan foreign minister and Amb. Story. A banner displayed on the airport terminal, 150 feet away, read "BEM VINDO A ANGOLA - WELCOME TO ANGOLA" with a picture of Biden's face and Angolan and American flags. (Pool was told there are a number of these— pictures of Biden's face superimposed over American and Angolan flags, and sometimes also besides Angolan President Lourenço's face— displayed around the city.) A crowd of more than 100 people— embassy staff and U.S. service members—stood along a terminal wall about 20 feet past the banner. Dozens of local press and television cameras. An American flag and an Angolan flag flew side by side atop the airport terminal. The crowd cheered when Biden approached, still flanked by the FM and Amb. to shake hands. The weather is steamy. |

Out of town pool report #11 // motorcade rolling Motorcade is rolling at 7:01pm. The president greeted US embassy families outside the terminal for about 20-25 minutes. Your pooler mostly could not see the president—view obstructed by motorcade vehicles—and the pool was loaded into the vans while he was still greeting people. |

Out of town pool report #12 // arrival to hotel The President arrived to his hotel at 7:10pm, after a 10 minute drive through Luanda. Crowds thronged the sidewalks along the route, waiting to see Biden. Some cheers heard as the motorcade passed. Pool did not see the President. He does not have anything else on his public schedule this evening. |
