In town Pool report #6 — Biden announces new plan

We had no signal so forgive no two minute warning.

Biden spoke just after 4 PM in the Roosevelt Room. Secretary Cardona attended and stood to his right but did not speak.

Started saying that millions of Americans were angry because of the ruling from the Supreme Court.

Laid out "what we've been able to achieve" on student loans, including fixes to the public service program.

Knocked Republicans for supporting PPP loans and not his student loan loan forgiveness plan.

Announced a new plan -- "ground this new approach in a different law, the so called higher education act. "

Says it will take longer but is the best path.

On repayments: temporary 12 month on ramp repayment program. "about the same as a student loan pause" … "monthly payments will be due" but if you miss payments, the threat of default is removed.

Answered a question about giving "false hope" to borrowers. And another if he overstepped his authority.

Last question on Afghanistan was also shouted and he answered.

Pool was ushered out around 4:15. Check all quotes against video.
