POTUS concluded his remarks at 12:34 pm.

Preventing a shutdown saved "Americans needless pain," President Biden said.

But Congress should not have brought the country to the brink of a shutdown, Biden said.

"It's time to end governing by crisis," he said.

"I'm sick and tired of brinksmanship," Biden added.

Biden blamed "MAGA extremists" for nearly causing a shutdown and said Republicans failed to honor the spending deal he struck with Speaker McCarthy earlier this year.

On Ukraine, Biden said Kyiv "can count on our support. We will not walk away."

"Stop playing games. Get this done, Biden told Republicans, in urging them to support more aid.

Biden indicated that Democrats made a deal with Republicans on moving forward with a new aid package for Ukraine, but did not provide details.

Biden was also asked about the future of McCarthy's speakership but declined to opine on what might happen.

Pool was ushered out of the Roosevelt Room at 12:35.
