Out of town pool report #1: Japanese motorcade

Good morning from Delaware where your pool is set up in the mulch pit (which has petting zoo vibes) just across the street from the driveway to the Biden residence.

two SUVs and a van pulled in at 11:00 on the dot. We couldn't see who was in the vehicles.

Stay tuned for departure of the Japanese delegation and then the Indian delegation later, followed by full Quad meeting at the school later this afternoon.

If you missed the Jake Sullivan gaggle earlier, sounds like guests are getting a tour of the house - but unclear if the Corvette is on the itinerary.

Motorcade pulled up on drive to school 15:11. We can hear small drones buzzing overhead.

Out of town pool report #8: Albanese greeting

POTUS appeared on the terrace (where he met the football team yesterday) at 15:21 and took up a position beneath an entry arch slightly out of view.

Albanese walked up with Amb Kennedy and POTUS greeted him. He was wearing Aviators but took them off as they posed for pictures and shook hands

POTUS did not respond when asked if he cared to take some questions. The pair walked inside the school at 15:26.

The welcome ceremony is taking place on the terrace with its neoclassical columns. A red carpet has been laid and two service personnel have flags - one US and the other swapped in for each of the three visiting nations.

The Japanese motorcade pulled up and POTUS came out again at 15:34

PM Kishida walked up on the red carpet reached out a hand to POTUS who embraced him gently. They shook hands and smiled for the cameras. POTUS gave a thumbs up and led him inside.

Out of town pool report #10: Modi, group photo, quad survival

The flags were swapped out promptly. Modi's car pulled up at 15:58 and Biden reappeared.

PM Modi walked up the red carpet.

Amb Garcetti went down towards the car to be first to greet him.

Modi and POTUS embraced and then clasped hands. Modi appeared to say something as they posed for a photo and shook hands. POTUS waves and then turned first to lead his guest inside his former school

There are two white marks on the red carpet where the leaders stand for their pictures.

All four leaders came out and posed for a picture. POTUS pointed out a compass set in the floor

A reporter shouted a question at POTUS: Heqas asked if the Quad would survive beyond the election in November?

'Way beyond November. Way beyond November,' said POTUS.

Out of town pool report # 12: color and delegations

This was all live streamed. Some extra detail: attendees are sitting around a circular table, with key advisers sitting in a ring behind them.

We are in a glass roofed hall, surrounded by columns with a stone tiled floor and a Roman style fountain of mythical figures, rabbits and infants in the center. Unclear what purpose this grand hall might serve at the school.

Secy Blinken opened proceedings before handing over to POTUS who made opening remarks.

'The quad is here to stay,' he said

Modi spoke next in Hindi also saying in English, 'The Quad is here to stay.'

Kishida next then Albanese after him who thanks POTUS for hosting them in his home state.

'I'm absolutely certain that my headmaster would be shocked to find me here also,' said Albanese.

Out of town pool report #13: Quadrilateral Cancer Moonshot Announcement

Pool is moving into position for the cancer moonshot announcement.

We are sitting behind about 70 seats for guests on the school lawn. A stage is set up with eight flags - two per nation. And there are four cream coloured armchairs behind a lectern with the presidential seal.

The stone school building, with its tiled roof, provides the backdrop. The sun is dipping and the temperature is very pleasant.

POTUS opens remarks by talking about promising his dying son Beau that he would continue working on cancer.

Modi followed POTUS.

Albanese followed, paying tribute to the leadership of POTUS.

Out of town pool report #18: Farewells

POTUS emerged from the school building on to terrace with PM Modi at 20:43. They shook hands and hugged and then proceeded towards Modi's car exchanging a wave (Modi) and a salute (POTUS) as they did so.

'Safe trip,' said POTUS before he headed back inside.

Next out is Kishida. A more sober, formal shake of the hands and they walk along the red carpet, before shaking hands again and bidding their farewells.

And POTUS emerges again with Albanese. A shake of the hands and an Aussie journalist shouts if this is a difficult goodbye to the Quad?

Journalist tries a different form of words.

'i'm still going to see these guys. I'm not going away,' says POTUS. But check with audio.

He walked to the car with Albanese.

On his way back POTUS did not respond to questions about ceasefire in Israel/Gaza or war in Lebanon.

POTUS Foreign Pool Report #1 (Quad Leaders Summit and Schedule) Sept. 21, 2024

Good morning or Ohayo gozaimasu from Wilmington, Delaware. My name is Taka Abe with Japan's Nippon Television. It's my pleasure to be your foreign pool reporter today covering the 4th in-person Quad Leaders Summit between Australia, India, Japan, and the United States.

Today, President Biden will welcome Prime Minister Anthony Albanese of Australia, Prime Minister Narendra Modi of India, and Prime Minister Kishida Fumio of Japan in his hometown, Wilmington. It will be his first time hosting foreign leaders at his hometown as president, and according to the White House, it is a reflection of his deep personal relationships with each of the Quad Leaders and the importance of the Quad to all of the countries.

I would like to share some background information about the summit:

<What is the Quad?>

According to the Australian Government, the Quad is a diplomatic partnership between Australia, India, Japan, and the United States to support an open, stable and prosperous Indo-Pacific that is inclusive and resilient. The Quad's origins date back to the 4 countries' collaboration in response to the December 2004 Indian Ocean tsunami. The partnership is known formally as the 'Quad', not the Quadtrilateral Security Dialogue, noting its nature as a diplomatic, not security, partnership. Quad partners engage regularly through leaders, foreign ministers, sherpas, senior officials and experts.

National Security Communications Advisor John Kirby, during the White House briefing on Sept.18, said that President Biden elevated the Quad to the leader level in 2021 because he has made it a priority to invest in rebuilding our network of alliances and partnerships across the Indo-Pacific.

POTUS Foreign Pool Report #2 (Agenda on Quad) Sept. 21, 2024

Dr. Mira Rapp-Hooper, NSC Senior Director for East Asia and Oceania, during a Foreign Press Center briefing on Sept. 19, said that we should expect at least 3 elements to be discussed.

1: The Quad is more strategically aligned than ever

2: The Quad is delivering real results for partners in the Indo-Pacific in the areas that are most important to them

3: The Quad is not just an initiative of any one administration or any one country, but an initiative that is designed to endure for the long term

Both Dr. Rapp-Hooper and John Kirby said that we should expect an agenda to deliver concrete benefits to the region including health, security, natural disaster response, maritime security, high quality infrastructure, critical and emerging technologies, climate and clean energy, and cybersecurity.

On China, Dr. Rapp-Hooper said that she expects China and its various approaches to areas like economics, technology, and the maritime domain will be discussed. She also said that the South China Sea will be a subject of discussion, and that we would see some strong language on it in the Quad's joint statement.

A senior government official who briefed reporters yesterday (Sept. 20th) said that the Quad will also announce an expansion of the Indo-Pacific Maritime Domain Awareness Initiative (IPMDA), a Coast Guard cooperation program (for the first time, a U.S. Coast Guard vessel will welcome other Quad counterparts), and the Cancer Moonshot Initiative (contributions by the Quad members in combating cervical cancer), etc.

POTUS Foreign Pool Report #4 (Background on Bilat with Australian PM Albanese) Sept. 21, 2024

PM Albanese arrived at Philadelphia International Airport on Sept. 19 and talked to the press. PM Albanese confirmed that he is visiting Delaware only, and will not go to New York for UNGA.

PM Albanese met with President Biden last night (Sept. 20) at the President's home. The personal meeting between both leaders was closed press, with readouts from the White House and the Australian Government.

An Australian official I talked to said the statement from the Australian Government mentions that priorities for Australia to focus on during the Quad Summit are strengthening clean energy supply chains, supporting maritime security, helping to train the region's infrastructure practitioners, enhancing regional health security, and building resilience and connectivity through undersea cable cooperation.

According to Parliament of Australia, and his bio, Mr. Albanese (Anthony is his first name), 61, has been the Prime Minister of Australia since May 23, 2022. He served as Deputy Prime Minister, Minister for Broadband, Communications and the Digital Economy, Leader of the House of Representatives, etc.

PM Mr. Albanese said he met with President Biden 11 times (including this Quad), and the Australian official I contacted confirmed the following past Biden-Albanese in person bilat meetings:

POTUS Foreign Pool Report #5 (Background on Bilat with Japanese PM Kishida) Sept. 21, 2024

Your pool arrived near President Biden's home at 9:47am.

Background information on PM Kishida is below.

PM Kishida announced he would step down as Prime Minister on Aug. 14, and that his ruling party will hold an election to choose its next leader on Sept. 27. The winner will take office early next month. This will be PM Kishida's last overseas trip in his capacity as Prime Minister.

According to the Japanese Government, Japanese PM Kishida arrived at Philadelphia International Airport this morning, and will leave the airport this evening for New York. While in New York, PM Kishida will attend UNGA related events including the Summit of the Future and several bilateral meetings with the world leaders. PM Kishida is not planning to deliver remarks before the 79th session of the General Assembly because of scheduling conflicts. PM Kishida will leave New York on Sept. 23 so he will arrive back in time for his party's leadership election.

Mr. Kishida (Fumio is his first name), 67, has been the Prime Minister of Japan since October 4, 2021. He was Minister of Foreign Affairs for about 4 years and 8 months, making him the longest consecutively-serving foreign minister in postwar history of Japan. Mr. Kishida's term as prime minister is expected to end on Oct. 1.

POTUS Foreign Pool Report #8 (Background on Bilat with Indian PM Modi) Sept. 21, 2024

According to the Indian Government, Indian PM Modi is visiting the United States from Sep. 21 to 23. After attending the Quad Leaders Summit in Delaware, he will visit New York to address a gathering of the Indian community on Sep. 22 and the Summit of the Future on the 23rd.

While in New York, PM Modi will also attend other UNGA related events, several bilateral meetings with the world leaders, and an event with CEOs of US based companies in the areas of AI, semiconductors and biotechnology.

According to his bio and official personal story, Mr. Modi (Narendra is his first name), 74, has been the Prime Minister of India since May 26, 2014. He was chief minister (head of government) of State of Gujarat from 2001-2014.

Your foreign pool reporter contacted the Embassy of India in DC and asked the Indian perspective on the Quad. The embassy referred to Indian Foreign Minister Jaishankar's remarks in July.

FM Jaishankar made 5 points on India's perspective.

1: Satisfaction on how deeply and systemically the Quad has embedded in our foreign policies

2: Appreciation on how how we are expanding the agenda

3: Platform that generates practical outcomes, not a talk shop

4: Working together for a free and open Indo-Pacific, for a rules-based order, and for global good.

5: Strong interactive dynamic between the Quad members, even bilaterally and trilaterally

Richard M. Rossow, the Chair on U.S.-India Policy Studies at the CSIS, analyzed that India focuses on job creation and balance of trade when it works with Quad members and their companies.

Your foreign pool reporter also asked the Embassy of India if PM Modi will meet former President Trump in New York, and they said nothing to be announced.

All Quad leaders participated in a family photo at 4pm.

POTUS said "Way beyond November" when a reporter asked if the Quad would survive beyond the election in November.

They went inside the building afterward.

Pool was led into a hall at 4:04 pm for a pool spray at the top of the Quad Leaders Summit.

It gives me immense pleasure to participate at this Quad summit today with friends, very early on in my third term. There cannot be a better place than President Biden's own hometown of Wilmington, to celebrate the 20th anniversary of Quad.The way you are associated with this city and with Delaware as "Amtrak Joe", your relationship with Quad also is somewhat similar. Under your leadership in 2021, the first summit was held, and in such a short span of time, we have enhanced our cooperation in every sphere, in ways unprecedented.Your personal role in this has been extremely important.

I express my heartfelt gratitude to you for your firm commitment, your leadership and your contribution towards the Quad.Friends, we are meeting at a time when the world is surrounded by conflicts and tension. At such a time it is important for all of humanity that the members of the Quad move forward, forward based on shared democratic values. We are not against anybody.

All of us support a rules based international order, respect for sovereignty and territorial integrity and peaceful resolution of all disputes. A free, open, inclusive and prosperous Indo Pacific is our shared priority and shared commitment. We have together taken several positive and inclusive initiatives in areas such as health security, critical and emerging technologies, climate change and capacity building.

PM Kishida:

It is a pleasure to get together with the leaders of the Quad at the Alma Mater of Joe to discuss the future of the Indo Pacific.May I express my gratitude to Joe's friendship for ourselves and for your leadership and hospitality, which demonstrates your emphasis on the Quad. During my tenure, I have consistently emphasized and scored the efforts by the Quad.Following the last meeting held in my hometown of Hiroshima, this meeting, I believe, could not have been better suited for my last foreign visit as the Prime Minister. The security environment surrounding ourselves are becoming increasingly severe, and the free and open international order based on the rule of law is under threat.

Under this backdrop, it is ever more important for us the Quad who share values such as freedom and democracy, to continue to demonstrate our firm commitment to our common vision of FOIP, the free and open Indo Pacific, to the international community.

In order to realize a FOIP, it is crucial to coordinate with the regional countries and to materialize our vision by concrete actions. I look forward to a fruitful discussion today so that we may listen to the voices of the regional countries, including ASEAN, South Asia and the Pacific Islands, and to further promote practical cooperation that will be a genuine benefit for the region. Thank you, Mr. President, and can I thank you for giving us the honor of hosting us in this wonderful venue where you went to school, and for your very warm welcome here to your home state.

Look, I'm sure, I'm absolutely certain, that my headmaster would be shocked that I find myself here as well. It is, it is absolutely delightful to be here amongst friends.

And I thank you, Mr. President, for hosting us in your your home state, your home school, and for giving us an insight into what's made you such an extraordinary world leader. And it's fantastic as well to be here, of course, with Prime Minister Kishida, we met earlier, and we certainly wish you well. And Prime Minister Modi will be hosting us next year, and I look forward to that as well.

Unlike some international forums, the quad is not, it doesn't have a long history. That means it's not defined by tradition. But it also means it's not confined by it. It means that as it develops, it can evolve. And that is, I believe, what is happening.

We represent in this region, the fastest growing region of the world in human history. With that comes enormous opportunity, but also comes some challenges. Through the Quad, our four countries collaborate, and we coordinate on the issues facing our communities, but the region as a whole, through the Quad, we leverage our significant resources and expertise to contribute in meaningful ways to dealing with challenges facing countries in the region, and we ensure that we assert the view that national sovereignty is important, that security and stability is something that we strive for, as well as shared prosperity in our region.

The Quad is about practical, meaningful outcomes in strategic areas ranging from clean energy and dealing with the challenge, but also the opportunity that climate change represents, health security to critical and emerging technologies, cyber resilience, infrastructure, maritime security and, of course, counter terrorism as well. We'll always be better off when like minded countries and our four great democracies work together.All of this, the promise in the region does depend on continued peace and stability and the wise management of strategic competition and disputes.

Partnerships like the Quad are crucial, providing us with an avenue to discuss shared responsibilities and goals and strengthening the enduring relationships necessary for lasting stability, which is why we commit today to continue to work with our Indo Pacific neighbors, our friends and our partners.

So I think today we have some practical initiatives that we've been working on together, the sum of the four individual parts when it comes together, mean that it's more effective the work that we can do. And I look forward to some practical outcomes in the tradition that the Quad has created. And it's wonderful to be here Mr President.

First he talked about his son, Beau, who passed away from an aggressive brain cancer.

He announced the Quad Cancer Moonshot, and said its goal is to team up to end cancer around the world start starting with cervical cancer.

He concluded by saying that there's truly nothing beyond our capacity when we act together, not even beating cancer.

PM Modi:

PM Modi said that India's vision is One Earth, One Health, and announced an assistance of sampling kits, detection kits and vaccines worth $7.5 million. India will also provide support in radiotherapy treatment. He also said that it is not just for nations, it is for the people. This is the true essence of our human approach.

PM Kishida:

PM Kishida said that Japan has offered support, such as the deployment of equipment and technical cooperation, or support through international organizations and initiatives. Japan is also collaborating with research institutions working on cancers in the United States, Australia and India, regarding the measures against cervical cancers.

PM Albanese:

PM Albanese said the Quad Cancer Moonshot builds on one of President Biden's signature policy initiatives, not just in his term as president, but throughout his time in public life. He said "It's a reflection of the ambition and empathy, the vision and compassion that has defined President Biden's leadership. It's about understanding people's pain, but doing something to help. This is personal for the President and for Dr. Biden. It is personal for all of us."

After attending the Quad Leaders dinner which was closed press, it was time to say good bye for the four leaders.

First POTUS came to the stage where Quad leaders took the family photo with PM Modi of India at 8:43pm. They shook hands and PM Modi left.

Next POTUS came to the stage with PM Kishida at 8:46pm. After they shook hands, PM Kishida left.

Finally, POTUS came to the stage with PM Albanese of Australia at 8:50pm. POTUS said it's not good bye, it's never good bye when asked if it's tough to say good bye to Quad. They talked for a while. POTUS didn't answer any shouted questions from the pool and went inside the building.
