Foreign pool report #1

Good morning everyone,

Below please find some useful information and background about today's visit. If you have any additional questions, please let me know.

US President Joe Biden will host UAE President Mohamed bin Zayed Al Nahyan at the White House today, September 23, 2024. He is due to arrive at 12:20, and meet Mr Biden in the Oval office at 12:30.

Mr Biden has met Sheikh Mohamed on several previous occasions, but this is his first official visit to the White House in his new role and the first by any sitting UAE president.

The White House and the UAE embassy in Washington both called the visit "historic".

During his visit, Sheikh Mohamed will also meet Vice President Kamala Harris as well as other senior US officials, members of Congress and business leaders.

Sheikh Mohamed is accompanied by Foreign Minister Sheikh Abdullah bin Zayed and Yousef al Otaiba, ambassador to the United States and Minister of state, as well as other officials and dignitaries, the UAE's embassy in Washington said.

Previous meetings

Mr Biden met Sheikh Mohamed, who was elected president in May 2022, in Jeddah that same year and at the G20 summit in New Delhi in 2023.

Sheikh Mohamed met Ms Harris during Cop28, which was held in the UAE. He also met her during the late president Sheikh Khalifa's funeral in May 2022.

Mr Biden invited Sheik Mohamed to come to Washington in July 2022.

From the White House

The White House said that the two leaders would discuss several bilateral and regional matters, including efforts "to strengthen regional stability and reduce tensions". The meeting will focus on areas of deepening co-operation on advanced technology, artificial intelligence, investments, and space exploration, the White House said, as well as co-ordinating efforts on security, defence, and counter-terrorism. They will also continue to collaborate on addressing the climate crisis and energy transition.

Additional background

The meeting will focus on fostering bilateral economic and technological ties as well as tackle regional developments, including the war in Gaza.

This will be a two-pronged meeting, with discussions on how American businesses and Emirati businesses can co-operate, invest, and make more economic deals going forward, as well as a discussion about the status of the Abraham Accords and regional dynamics. It is also going to include a conversation about whether the Emirates will participate in any efforts to rebuild Gaza after the war ends. Last week, UAE Foreign Minister Sheikh Abdullah bin Zayed said the UAE would not support Israel in its "day after" plan in Gaza without the establishment of a Palestinian state.

The UAE has emerged as an instrumental regional actor in addressing the humanitarian fallout from the ongoing war in Gaza, donating thousands of tonnes of aid, temporary shelters and medical equipment. It has sent medical teams to Gaza's hospitals and received dozens of wounded and sick Gazans for treatment in the UAE.

Ties between the two countries date back to for over 50 years. Last week, Anwar Gargash, diplomatic adviser to the UAE President, called the US "our most important strategic relationship".

Economy

Bilateral economic and commercial ties are likely to be a key area that the UAE will want to highlight on this visit.

Mr Gargash has said the US-UAE relationship is no longer about "oil and defence", pointing to the fact that some 60,000 Americans live in the UAE, that the two countries maintain tens of billions of trade a year, and that there are 142 flights a week from the UAE to the US.

Economists will be watching whether there will be any big sovereign wealth fund investment announcements, new partnerships, or an expansion of existing partnerships. There have been a number of recent high-profile deals between US and UAE companies. In April, Microsoft announced that it was investing $1.5 million in G42, a technology firm based in the UAE. The AI firm operates data centres in the Middle East and elsewhere. It has built Jais, which is considered the world's leading Arabic-language AI model. And last week G42 and US chipmaker Nvidia announced a deal to work on climate tech.

Biography

Sheikh Mohamed, 63, became President of the UAE and ruler of Abu Dhabi in May 2022. He is sometimes referred to by his initials, MBZ or MbZ. Sheikh Mohamed is the third son of Sheikh Zayed bin Sultan Al Nahyan, who was the first president of the UAE and the 16th ruler of Abu Dhabi.

Climate

Last year, the UAE hosted Cop28, the UN Climate Change Conference, in Dubai. During the summit, the UAE pledged $100 million towards a new fund that would help developing nations impacted by climate change.

Out of town pool report #8 - Clinton Initiative

President Biden came out with former President Bill Clinton and they were joined on stage by former First Lady and Secretary of State Hillary Clinton. They came on stage after a panel discussion that Chelsea Clinton hosted with First Lady Jill Biden.

Hillary Clinton, Chelsea Clinton and Jill Biden stood with the two former presidents as Bill Clinton delivered remarks.

Bill Clinton touted Biden's accomplishments as president before presenting him with the 2024 Clinton Global Citizen Award. Biden appeared visibly moved, putting his hand over his face when Clinton made the announcement.

Here is a rough transcription of Clinton and Biden's remarks. Please check against the transcript.

Bill Clinton:

"It is now my honor to welcome my friend of 40 years" who has fought to make the world a better place.

Bill Clinton touted Biden's accomplishments, including his work on the pandemic, defending democracy in the U.S. and around the world and creating jobs. "I am personally proud of him for standing by the people of Ukraine."

Also mentioned passage of what he called the most significant climate legislation.

Said the two of them worked to ban assault weapons 30 years ago and mentioned that Biden signed the most significant gun legislation since.

"He's provided a playbook for getting things done. So we honor him today, not just for what he has done but the way he has done it."

Biden:

"We have something in common. We both married way above our station."

Biden thanked Hillary Clinton for speaking fervently and passionately about him. "I love you," he told her.

Recounted when he was ill many years ago with a cranial aneurysm, he asked everyone in the OR "Will all the Democrats please raise their hand?"

He called himself a "congenital optimist" about this country. Biden was then presented the award and the five posed for a picture together.
