To the Senate of the United States:
For the reasons stated* in the accompanying communication from the Secretary of the Interior, I withdraw the treaty concluded with the New York Indians in Kansas and submitted to the Senate in the month of December, 1863, but upon which I am informed no action has yet been taken.
