The Administration urges the enactment of H.J. Res. 280 today, November 7th, to ensure adequate time to arrange market borrowings to avoid default. H.J. Res. 280 would increase the debt limit from $2,800 billion to $3,122.7 billion. The' Department of the Treasury estimates that this increase should be sufficient to cover obligations through December 31, 1990.
