The Administration objects to enactment of H.R. 2787, which would needlessiy extend two SBA Section 8(a) pilot programs through fiscai year 1988. The Section 8(a) Pilot Procurement Program is unnecessary in light of other existing authorities and the Section 8(a) Surety Bond Waiver Program has not been used since its enactment.
