The Administration does not object to enactment of the technical provisions (sections 3, 5, 6, and 7) of H.R. 3570, which concern judicial procedures. The Administration defers to the Congress on whether judicial survivor annuity and travel benefits should be increased as proposed in sections 2 and 4.
