The Administration supports enactment of H.R. 4039.
Pay-As-You-Go Scoring
H.R. 4039 would affect both direct spending and receipts. Therefore, it is subject to the pay-as- you-go requirements of the Omnibus Budget Reconciliation Act of 1990. OMB's preliminary estimate is that H.R. 4039 would have the net effect of reducing direct spending by $37 million durine the oeriod 1996-2002.
