The Administration supports House passage of H.R. 94, but will seek amendments in the Senate to:
- provide Federal agencies with the discretion to require that a specified percentage of total nights spent by civilian employees on official travel be at approved lodgings;
- minimize paperwork and reporting requirements on Federal and State authorities; and
- clarify that State and local officials may adopt different guidelines for smoke detectors and sprinklers in response to local conditions.
