The President has selected William H. Leary of the National Security Council staff to Chair the Information Security Classification Appeals Panel (ISCAP), an interagency group that decides on appeals of mandatory declassification review decisions made by U.S. government agencies.
Mr. Leary is a Special Adviser to the Assistant to the President for National Security Affairs and the National Security Council's (NSC) Senior Director for Records and Access Management. He has represented the NSC on ISCAP since its inception in 1995, and he also chairs the NSC's Policy Coordination Committee on Records Access and Information Security.
