Statement by the Press Secretary: President Signs H.R. 138, H.R. 479, H.R. 3508, H.R. 4902, H.R. 5094, H.R. 5160, H.R. 5381, and S. 2562

On Monday, October 16, 2006, the President signed into law:

H.R. 138, which replaces the Coastal Barrier Resources System map of Jekyll Island, Georgia;

H.R. 479, which replaces the Coastal Barrier System map relating to Grayton Beach Unit FL-95P in Walton County, Florida;

H.R. 3508, the "2005 District of Columbia Omnibus Authorization Act," which provides increased budget flexibility for the government of the District of Columbia, and makes other changes to the District of Columbia Code;

H.R. 4902, the "Byron Nelson Congressional Gold Medal Act," which awards a congressional gold medal to Byron Nelson in Recoginition of his contributions to the game of golf as a player, a teacher, and a commentator;

H.R. 5094, the "Lake Mattamuskeet Lodge Preservation Act," which conveys Mattamuskeet Lodge and surrounding property to the State of North Carolina for use as a public facility dedicated to the conservation of natural and cultural resources of North Carolina;

H.R. 5160, the "Long Island Sound Stewardship Act of 2006," which establishes the Long Island Sound Stewardship Initiative Region, within the States of New York and Connecticut, and authorizes appropriations of $25 million in each of FY's 2007-2011 for the identification, protection, and enhancement of sites within the Long Island Sound ecosystem;

H.R. 5381, the "National Fish Hatchery System Volunteer Act of 2006," which enhances the National Fish Hatchery System volunteer program and promotes community partnership for the benefit of the System and related fisheries offices; and

S. 2562, the "Veterans' Compensation Cost-of-Living Adjustment Act of 2006," which provides a cost of living increase for the beneficiaries of veterans' disability compensation and dependency and indemnity compensation.
