United States-Spain Treaty of Friendship and Cooperation Nomination of lack B. Kubisch for the Rank of Ambassador While Serving as U.S. Special Negotiator of a Successor Agreement or Treaty.

The President today announced that he will nominate Jack B. Kubisch, of Pinehurst, N.C., for the rank of Ambassador while he serves as U.S. special negotiator of a successor agreement or treaty to the current U.S.-Spanish Treaty of Friendship and Cooperation.

The current treaty will expire in September 1981, and negotiations will begin this fall.

Kubisch, 58, retired as a Foreign Service officer in 1979. During his career in the Foreign Service he served as Assistant Secretary of State for Inter-American Affairs, Ambassador to Greece, and Vice President of the National Defense University at Fort McNair. Since his retirement he has served as a consultant to the State Department.
