To the Senate of the United States:
In compliance with the resolution of the Senate of the 6th of December last, requesting the President "to communicate to the Senate, if in opinion not incompatible with the public interest, the instructions, correspondence, and other documents relating to the naval expedition to Japan, and the proceedings and negotiations resulting in a treaty with the Government thereof," I transmit the inclosed report from the Secretary of the Navy, with the accompanying documents.
