Executive Order 7778—Waiver of the Examination Requirements of Civil Service Rule IX to Permit the Appointment of Bernard J. Kinnahan to a Classified Position in the Post Office Department
By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that the examination requirements of Civil Service Rule IX may be waived to permit the appointment of Bernard J. Kinnahan to an appropriate position in the classified service in the Post Office Department.
This order is recommended by the Postmaster General, who states that since June 10, 1930, Mr. Kinnahan has rendered efficient service in the Post Office Department in a position excepted from civil service requirements.
