The President returned to the White House from Plains, Ga.

The President met at the White House with Zbigniew Brzezinski, Assistant to the President for National Security Affairs.
December 28
The President met at the White House with:
--Dr. Brzezinski;
--Secretary of Energy James R. Schlesinger;
--a group of administration officials to discuss the budget;
--Vice President Walter F. Mondale and Arthur F. Bums, Chairman of the Board of Governors of the Federal Reserve System.
The President has reappointed Alfred E. Kahn as Chairman of the Civil Aeronautics Board for a term expiring December 31, 1978.
