To the Congress of the United States:
In accordance with the Impoundment Control Act of 1974, I herewith propose rescission of $500 million in unneeded budget authority that was made available to the Department of Labor for advances to the unemployment trust fund and other funds.
The details of the proposed rescission are contained in the attached report.
