National Labor Relations Board Nomination of William A. Lubbers To Be General Counsel.

The President today announced that he will nominate William A. Lubbers, of Bethesda, Md., to be General Counsel of the National Labor Relations Board (NLRB). He would replace John Irving, who has resigned. Lubbers has been with the NLRB since 1952 and has served as Executive Secretary since 1978.

He was born September 21, 1924, in Cedar Grove, Wis. He received a B.A. from the University of Wisconsin in 1948 and an LL.B. from the University of Wisconsin Law School in 1950. He served in the U.S. Army from 1943 to 1945.

In 1950 Lubbers was an organizer with the American Federation of State, County & Municipal Employees, and from 1951 to 1952, he was with the Wage Stabilization Board, in the Office of Case Analysis, then the Office of the General Counsel.

Lubbers joined the NLRB in 1951 as staff counsel on the staff of member Abe Murdock. From 1957 to 1977, he was on the staff of member John H. Fanning, as staff counsel, supervisory staff counsel, and Deputy Chief Counsel. From 1977 to 1978, he was Solicitor of the NLRB.
