Department of State Nomination of William J. Dyess To Be Assistant Secretary ]or Public Affairs.

The President today announced his intention to nominate William J. Dyess, of Troy, Ala., to be Assistant Secretary of State for Public Affairs. He would replace Hodding Carter III, who is resigning. Dyess has been Deputy Assistant Secretary of State for Public Affairs since 1977 and has been a Foreign Service officer since 1958.

He was born August 1, 1929, in Troy, Ala. He received a B.A. (1950) and M.A. (1951) from the University of Alabama. He served in the U.S. Army from 1953 to 1956.

Dyess joined the Foreign Service in 1958 and served as an exchange program officer, then an intelligence research specialist, at the State Department. In 1960-61 he took Serbo-Croatian language training. He was political officer in Belgrade from 1961 to 1963 and in Copenhagen from 1963 to 1965.

In 1965-66 Dyess took Russian language training. He was posted in Moscow from 1966 to 1968 as administrative officer, then political officer, and in Berlin from 1968 to 1970 as political officer. From 1970 to 1975, he was an international relations officer at the State Department. From 1975 to 1977, he was Executive Director of the Bureau of Public Affairs at the State Department.
