In the President's reference to Chancellor Kohl and Foreign Minister Genscher [of the Federal Republic of Germany] today, he meant that Germany would remain as a member of NATO, but NATO may have a changing mission. This changing mission, involving an increased political role for NATO, was discussed in Brussels following the Malta summit.
