Pursuant to the provisions of section 417(c) of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (Public Law 101 - 246; 104 Stat. 72), I am transmitting herewith a report on compliance by the governments of the People's Republic of Angola, the Republic of Cuba, and the Republic of South Africa with the Tripartite Agreement of December 22, 1988.
