On Wednesday, December 4, 2003, the President signed into law:
H.R. 2622, the "Fair and Accurate Credit Transactions Act of 2003" which makes permanent the Federal pre-emption of State consumer protection laws concerning credit reports; and establishes new tools to combat identity theft and to improve consumer access to, and the accuracy of, credit information.
