Statement by the Press Secretary on H.R. 3971, the "QI, TMA, and Abstinence Programs Extension and Hurricane Katrina Unemployment Relief Act of 2005"

On Thursday, October 20, 2005, the President signed into law:
H.R. 3971, the "QI, TMA, and Abstinence Programs Extension and Hurricane Katrina Unemployment Relief Act of 2005," which extends certain abstinence education and health care programs; provides reimbursement to States for certain unemployment insurance benefits and expenses related to Hurricane Katrina; and prohibits Medicare and Medicaid reimbursement for certain medications.
