Statement of Administration Policy: S. 960 - International Security and Development Cooperation Act

The Administration supports Senate passage of S. 960, if it is amended to:
— authorize sufficient funding for security assistance programs;— eliminate the strictures on assistance to the contras:
— allow flexibility on disbursement of assistance to Israel;
— modify the provisions on the Palestine Liberation Organization to eliminate the constitutional concerns regarding the separation of powers, and Presidential authority to conduct foreign policy;
— allow the President to deny funds to foreign nongovernmental or multi-lateral organizations that perform abortions; and
— increase the assistance levels for Turkey and revise the terms for Greece.
