Statement of Administration Policy: H.R. 1485 - Nevada Land Transfer and Recovery for Damages to National Parks

The Administration has no objection to House passage of H.R. 1485, but will seek amendments in the Senate to:
- ensure that the Air Force will continue to be able to fly over the area proposed as a site for a rocket fuel plant and industrial park;
- delete authority for non-Federal parties to purchase the surface estate to certain Federal land without also purchasing the subsurface rights;
- ensure that all damages to National Park System resources resulting from oil spills will be recoverable under laws pertaining specifically to oil spill liability; and
- make other technical changes, such as clarifying and strengthening the natural resource damages provisions of title II.
