Haley Campaign Press Release - Nikki Haley Expands Her China Plan

CHARLESTON, S.C. – In June, presidential candidate Nikki Haley outlined her plan to combat Communist China's threat to the United States. She argued that U.S. policy toward China must undergo fundamental changes to deal with the most dangerous threat America has faced since World War II. Phase one of her plan included three prongs:

  • Economically: Make sure China isn't using our economy to benefit its military and end the export of sensitive technology to Beijing.
  • Militarily: Build up our military and strengthen ties with Japan, South Korea, Australia, India, and the Philippines. Arm Taiwan with what it needs to defend itself while making sure American naval presence in the Taiwan Strait remains strong.
  • Domestically: Eliminate Chinese propaganda and influence from our schools and government, and end normal trade relations if China doesn't stop the flow of fentanyl that is killing thousands of Americans.

TODAY,she announced the expansion of her policy proposals to combat Communist China that was first reported in Fox News:

  1. Roll back Joe Biden's green energy mandates and handouts that are a giveaway to China
  2. Cut off Chinese drug trafficking money
  3. End government purchases of Chinese tech that threatens our national security
  4. Stop the U.S. government's collaboration with China on science and technology
  5. Don't let up on China sanctions

ROLL BACK JOE BIDEN'S GREEN ENERGY MANDATES AND HANDOUTS

The problem: Joe Biden's green energy mandates and handouts benefit China economically and threaten U.S. national security by making us more dependent on China. Biden's emission mandates will force Americans to transition off affordable and domestically produced fossil fuels, and instead rely on a China-dominated green energy supply chain for electric vehicles and solar panels. For example, sixty three percent of the batteries installed in EVs in 2022 came from Chinese companies. By 2030, China will make more than twice as many batteries as every other country combined. Biden's Inflation Reduction Act (IRA), also hands out at least $8 billion in investments involving companies based in or with substantial ties to China.

Haley's solution: Roll back Biden's green energy mandates and giveaways, including the Inflation Reduction Act's taxpayer-funded handouts. The Haley administration will have an all-of-the-above energy policy that prioritizes our national security.

CUT OFF CHINESE DRUG TRAFFICKING MONEY

The problem: China is complicit in fueling the fentanyl crisis in America from start to finish. In addition to sending precursor chemicals that end up in fentanyl and other drugs flooding American streets, Chinese criminals work alongside Mexican cartels in a vast money laundering network. They're even using Chinese technology like WeChat, a Chinese instant messaging and mobile payment app, and loopholes in U.S. customs rules to avoid U.S. law enforcement.

Haley's solution: Take on the fentanyl dealers on our soil. Ban WeChat in the U.S. Arrest and prosecute fentanyl traffickers and kingpins.

END GOVERNMENT PURCHASES OF CHINESE TECHNOLOGY THAT THREATENS OUR NATIONAL SECURITY

The problem: Various federal agencies have taken action to stop purchases of Chinese technology that threatens our national security. But many of these measures don't apply to state and local governments, which continue to buy up and use blacklisted Chinese technology. Take Chinese drones: as many as 90% of the drones used by police and emergency service agencies across the country are made by a blacklisted Chinese company with close ties to the Chinese Communist Party (CCP) and China's military, and could collect and send critical data back to China.

Haley's solution: Ground all Chinese drones and stop new purchases at every level of government. Ban states and cities from using any federal taxpayer money to purchase Chinese technology that threatens our national security, like drones that can be used to spy on us. Replace Chinese tech with tech from America or our allies.

STOP U.S. GOVERNMENT PROGRAMS THAT HELP CHINA STEAL CRITICAL RESEARCH AND TECHNOLOGY

The problem: The Scientific and Technological Cooperation (STA) is a partnership between the U.S. and China that promotes collaboration on science and technology. It's set to expire on August 27, and the Biden administration has not yet decided whether to renew it. We know China uses civilian research partnerships for military purposes, and we should not be doing anything to help the Chinese military.

For example, a 2018 project sought to launch balloons to study the atmosphere. A few years later, China used similar balloon technology to spy on U.S. military sites.

Haley's solution: Cancel the STA. If Biden chooses to renew it, President Haley will pull the United States out of it.

DON'T LET UP ON CHINA SANCTIONS

The problem: The Biden administration is so desperate to make nice with China, it's been putting off additional Uyghur-related sanctions and export controls, even after China flew a spy balloon over the United States. And now there are reports that the Biden administration is considering lifting sanctions on a Chinese police forensics institute involved in human-rights abuses against Uyghurs in exchange for more vague promises of cooperation on fentanyl–the kind China made and broke in the past. Biden makes real concessions to China in exchange for pie in the sky promises that never happen. His weakness only invites more Chinese aggression.

Haley's solution: NO lifting of sanctions on CCP human rights abusers. A Haley administration will not take the screws off China for its genocide, trampling of freedom and human rights in Hong Kong, fentanyl production, and military-civil fusion program.
